Why the dots fight the bands
The bands are not timezones. They are the fifteen degrees of longitude the sun crosses in an hour — where each offset would fall if time were purely astronomical. Real timezones are political: they bend around borders, skip half hours, and follow whatever the country in question found convenient.
The striking thing is how one-sided the result is. Of the 280 cities here, 25 keep a clock behind their own sun, and the furthest behind is off by 40 minutes. Everywhere else has pushed the other way, because a clock set east of the sun moves daylight out of the morning, when most people are asleep, and into the evening, when they are not.
The far end of that is worth a look. Spain sits at Britain's longitude and keeps Berlin's clock, a wartime alignment nobody undid. Morocco and Iceland are further west still and run an hour or more ahead of their meridians. Singapore and Kuala Lumpur drifted an hour east over a century of adjustments. Kunming and Chengdu keep Beijing's time from a thousand miles inland. In the other direction there is barely anything — a handful of cities on the eastern edge of a zone, off by minutes.
Every time on this page is computed from the IANA zone, never from the dot's position, so the anomalies are visible without being wrong. That cuts both ways: IANA splits Xinjiang into Asia/Urumqi at UTC+6, so the famous claim that all of China runs on a single clock is not what this map, or the timezone database, actually says.
